No — and engine size does not buy an exception. Vietnamese expressways are closed to motorbikes, mopeds and similar two-wheelers of every class, under the expressway rules that took effect with the Law on Road Traffic Order and Safety (No. 36/2024/QH15). A class A rider on a litre bike is exactly as banned as a moped.

The rule

The expressway provisions list the participants prohibited from entering: pedestrians, animal-drawn carts, bicycles and motorised pedal bikes, mopeds, and motorbikes — together with any vehicle whose design speed is below the expressway minimum. The prohibition is structural: expressways assume closed carriageways, minimum speeds and full-width vehicles; two-wheelers fail all three assumptions.

The penalty for entering

Riding a motorbike onto an expressway is a violation under Decree 168/2024/NĐ-CP in the 4,000,000–6,000,000 VND band (Article 7(7)(b)), with a six-point licence deduction attached (Article 7(13)(c)) and the bike subject to being held on the spot (Article 48). The exits are signposted, but so are the entrances — “no motorbikes” boards stand at every ramp, and riders who follow car GPS onto a ramp have usually missed them.

When it becomes criminal

An expressway entry that causes an accident lands in the 10,000,000–14,000,000 VND band for violations causing crashes, with the suspension and point consequences scaling accordingly — and where injury results, criminal liability can follow. The traffic closing speed on an expressway is the whole reason: a motorbike hit at 100 km/h by a car at 100 km/h does not produce an administrative case.

Route planning for riders

For motorbike travel between Hanoi and other provinces, the riding routes are the national highways and provincial roads — QL1A, QL32, the Hòa Bình direction roads and their peers. Expressway-adjacent destinations are reached by exiting the mapped car route and following the parallel old highway, which every navigation app offers as a motorbike option. When renting, plan trips on motorbike-legal roads from the start: no rental agreement makes an expressway ramp legal.
