No. There is no learner permit for motorbike classes in Vietnam — no provisional licence, no L-plate, no supervised-on-road stage. The system runs on a different idea: you train off-road, you test, and only then do you ride on the road at all.

How learning actually works

The law (Article 56 of Law 36/2024/QH15) conditions motorbike riding on age, health and an appropriate licence — there is no intermediate permission. What stands in for a learner stage is the training course. Since 1 September 2025, Circular 14/2025/TT-BXD of the Ministry of Construction fixes minimum training hours and skills before a candidate can even be registered for the test: class A runs 32 hours including 20 theory and 4 practical; A1 follows a shorter programme of the same structure. Completing the course — attendance verified — is the precondition for the exam.

What this means practically

You cannot legally “learn on the road” on a motorbike in Vietnam. A person with no licence riding around a quiet street to practise is, legally, an unlicensed rider in the 2–4 million VND band (up to 125 cc) before the first wobble ends. The practice happens inside the training centre’s yard, on the same figure circuits the test uses.

The contrast with car licences

The car system historically had explicit learning documentation, and the training structure is similar. But the absence of any motorbike learner permit is the point visitors should register: in Vietnam there is no document that lets an unlicensed friend teach you on their scooter. The only legal route to a first ride is course, test, licence — or an exchanged foreign licence.

A note for foreign residents

Foreigners sometimes ask whether a home-country learner permit or provisional licence carries over. It does not — a learner document is not a licence, and the exchange procedure requires a full national licence. Tourists are in the same position: a learner permit is not an IDP.
