The all-in cost of an A1 licence is built from three layers: the training-centre course, the state exam fees, and the licence issuance fee. The state layers are fixed and published; the course fee is market-priced.

The state fees

From 1 January 2026, Circular 154/2025/TT-BTC of the Ministry of Finance sets the exam fees per attempt: 60,000 VND for the theory sitting and 70,000 VND for the practical. Each re-sit is charged again. The same circular sets the licence issuance fee for the card itself, and reduced it by 20,000 VND against the previous schedule — an odd but real detail of the 2026 fee reform. Missing a scheduled sitting forfeits the fee paid.

The training course

The course is the variable layer. Centres licensed for A1 training in Hanoi typically package tuition, dossier preparation, the health certificate and the exam registration together; market pricing in 2025 ran roughly from under a million to around two million VND all-in depending on the centre and the schedule speed. The fixed-hour requirement of Circular 14/2025 (effective 1 September 2025) sets the floor on what a course contains, so “weekend express” pricing compresses the calendar, not the hours.

What does not cost extra

The licence itself has no expiry for A1, so there is no renewal line-item ever. Points restoration, if you ever need it, is a separate process with its own schedule.

A note for foreigners

Foreigners holding a valid national motorbike licence usually pay far less overall, because the exchange route skips the training course — dossier, translation and issuance only. Before paying for a course, check whether your licence can be exchanged: the savings are the whole course fee.
