Group speeding — riding as a pack of two or more above the limit — is singled out at 8–10 million VND and a 10–12 month suspension of the right to use the licence (Article 7(9)(b) with (12)(b)), because a group racing each other through traffic is treated as categorically more dangerous than one rider going fast alone.

The escalation continues beyond the schedule: speeding that causes a crash moves into the 10,000,000–14,000,000 VND accident band with ten points, and into criminal territory where people are harmed. And every band interacts with the limits themselves — urban Hanoi is typically 50 or 60 km/h for motorbikes depending on the road, with mopeds capped at 40 km/h, so the gap between legal and fined is smaller than most visitors assume.

How the gap is measured

Speed enforcement is measured, not estimated: fixed cameras, average-speed stretches on the ring roads, and radar at checkpoints. The fine follows the plate by post when the camera does the measuring — the owner of the bike receives the notice first, and a rental bike routes it to the shop, which routes it to the deposit. Contesting a camera measurement is possible through the stated objection procedure, but the honest planning assumption is that the camera read correctly.

Points, and what they mean

The licence starts each period with twelve points. The four points for a serious single speeding ticket, stacked with the ordinary deductions of urban riding, can empty a licence inside a month of careless commuting — and a licence at zero points is treated as no valid licence, with all that follows. The bands above 20 over carry no suspension for a lone rider, but the group-speeding suspension shows where the system’s ceiling is: it removes the right to use the licence for up to a year.

The habit that keeps the licence whole

The practical arithmetic: on a 50 km/h street, 20 over is 70 — impossible without deliberately trying. On the 70 km/h ring-road stretches, 20 over is 90, which a 125 cc scooter reaches at three-quarters throttle. The riders who lose licences are not the ones who misjudged by five; they are the ones who rode as if the limits were advisory. The bands are graduated; the licence is not.
