Buying an electric two-wheeler in Vietnam ends not at the shop counter but at the registration desk — for most classes. Whether the trip is compulsory depends on what the machine legally is.
Who must register
The classification under Law 36/2024/QH15 decides everything. An electric machine that is a motor vehicle in law — the sub-4 kW electric moped class or an A1-class electric motorcycle such as the Dat Bike Weaver 200 — is registered like any petrol equivalent: registration certificate from the competent authority, plates issued to the machine, compulsory insurance behind it. Pedal-type electric bicycles, legally non-motorised vehicles, are the class that sits outside the motor-vehicle registration framework — and a shop’s promise that “no papers needed” is only true inside that class. A scooter-style machine that exceeds the bicycle definition is a motor vehicle whatever the seller said.
What the certificate ties together
The registration certificate binds the frame number to a lawful first registration, and every other duty hangs from it: the plates, the compulsory insurance, the camera-fine system, stolen-vehicle checks. On a rental, the certificate copy and plate should match — an improvised or bent plate is not cosmetic.
The cost of getting it wrong
Under Decree 168/2024/NĐ-CP, riding without a registration certificate is a 2,000,000–3,000,000 VND violation under Article 14(2), with the bike subject to being held; riding without plates — or with plates that are fake, altered or unreadable — is a 4,000,000–6,000,000 VND violation with six licence points deducted under Article 14(3). Where a machine’s lawful origin cannot be proven, confiscation is on the table. Those bands are per offence, electric or petrol alike.
Practical notes for buyers and renters
- New machine: temporary registration covers only its stated scope and time — finish full registration before stretching either.
- Used machine: verify the certificate matches the frame, and that the seller’s story about “bicycle class, no papers” matches the machine’s rated power.
- Renters: certificate copy with the bike, plate clean and matching — the same checklist as any petrol rental.
