Who carries what (verified)

Electric start only: Honda Wave Alpha, Super Cub C125, CT125, Winner R, CBR150R (their pages list electric start without a kick lever). Kick and electric: Honda Blade, Wave RSX, Future 125 FI (pages list both). Yamaha publishes electric start for the Sirius RC and Exciter without detailing a kick lever either way - do not assume either way without checking the physical bike.

Why kick survives
