The licence-free moped rule applies to everyone on Vietnamese territory, foreign riders included. But “no licence needed” for a 50cc does not mean the rest of the system looks away.

A moped of 50cc or less (or an electric moped up to 4 kW) requires no driving licence; the rider must be at least 16, understand traffic rules and have basic handling skills, wear a standard-compliant helmet, and follow every traffic rule. Foreign nationality changes nothing here — the exemption and the duties are the same.

Why foreigners look at this route

Visitors without a licence valid for Vietnamese motorbikes — no Vietnamese licence, no 1968 Vienna Convention IDP with motorcycle category — cannot legally ride a 110cc scooter. Some conclude that a 50cc is the loophole. Legally, for the 50cc class only, that conclusion is correct.

What it does not solve

  • Accidents. A crash on a moped triggers the same liability, insurance and paperwork as any crash. Riding with no licence entitlement at all (because you hold none anywhere) does not look good in that file.
  • Fines. Same schedule as motorbikes: red lights 4–6 million VND, helmet 400–600k, alcohol up to 10 million.
  • Availability. 50cc bikes are a small, informal slice of the Vietnamese market — mostly older models and grey imports. Rental fleets rarely specialise in them. Contact us to confirm current availability before planning around one.
  • Practical speed. A 50cc that cannot hold 45 km/h is a specific, limited tool; read our honest Hanoi assessment before committing.

The better question
